Linda Barrera
Founder & Consultant
I am a climate and clean energy lawyer and independent consultant based in Panama. With more than
16 years of experience in energy and climate policy, I advise on clean energy strategies, carbon market frameworks, and practical pathways for decarbonization.
Previously, as Chief Counsel at the California Energy Commission, I led legal and policy support for one of the world’s most ambitious clean-energy transitions. I hold a certification in renewable energy and climate finance, as well as an advanced sustainability (ESG) practitioner credential.
