Linda Barrera

Founder & Independent Consultant 
Linda Barrera is a climate and renewable energy attorney and strategy consultant with over 16 years of experience advising governments, international institutions, and mission-driven organizations on legal frameworks, policy instruments, and financing mechanisms supporting the transition to low-carbon economies.

Her work spans climate policy, carbon markets, renewable energy development, energy efficiency, and sustainable finance. She previously served in senior leadership roles at the California Energy Commission, including Chief Counsel and Commissioner Advisor, where she helped oversee regulatory frameworks and large-scale clean energy initiatives.

She is the founder of Guayacán Global, a strategic advisory firm focused on helping governments and institutions translate climate ambition into implementable policy, markets, and investment pathways. She currently supports the UNFCCC Regional Collaboration Centre for Latin America advising on carbon pricing and carbon market development under the Paris Agreement
